(A) The monthly rates and charges for water service furnished by the city shall be as follows.
(1) (a) Generally. Rates or charges for water shall be a basic water rate of $1.09 per month.
(b) Minimum water rate. The minimum water bill shall be $25.25 per month, and each water customer shall be entitled to 2,000 gallons (or less) of water in each month for such minimum charge.
(2) Water rates for water usage in addition to the minimum charge. Subject to the minimum monthly water rate specified above, the following metered charges shall be made for each 1,000 gallons of water consumption per month of all size connections.

(B) The foregoing monthly water rates, exclusive of the minimum rate of $25.25 for the first 2,000 gallons or less of water per month, shall be applied in increments of 100 gallons or less of water per month. Thus, if a customer uses more than 2,000 gallons but no more than 2,100 gallons of water in any month, the bill to that customer for that month will be $25.95, consisting of the minimum bill of $25.25 for the first 2,000 gallons, plus $0.70 for the next 100 gallons or less of water consumed in that month.
