§ 50.027 WELLHEAD PROTECTION.
   (A)   Purpose. The City Council deems it appropriate and in the interest of the public health, safety, and welfare of the citizens to adopt regulations to prevent contamination of the groundwater that supplies potable water to the city. An ordinance that allows for the establishment of separate zones of protection and provides for various protection strategies based upon proximity to the water supply wells is hereby adopted.
   (B)   Zones. The zones and means of management are described briefly as follows.
      (1)   A Primary Protection Zone shall be the area within the immediate vicinity of a water supply well. The use, handling, storage, or discharge of any hazardous substance whether organic or inorganic shall be restricted or prohibited within this area.
      (2)   Management Zone One shall be an area composed of the entire city limits and also may include, upon approval from the appropriate governing bodies, the area adjacent to and surrounding the Primary Protection Zone. This area shall be managed by a variety of protection methods depending upon proximity and degree of hazard to the well field.
      (3)   Management Zone Two shall be an area, beyond Management Zone One, which may pose less of a threat to the groundwater supply but yet still may influence the groundwater. This area shall be managed by the implementation of a public education program to inform residents and business of the need for and methods of groundwater protection. If more stringent protection is needed, approval must be given by the appropriate governing body or bodies.
