For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CUSTOMER. A property owner or his or her agent who has agreed to purchase water and/or sewer service from the city.
SYSTEM. The combined and consolidated water and/or sewer service at the City Hall. The application, including service received thereunder, is not assignable by the customer.
