§ 156.029 CERTIFICATE OF OCCUPANCY.
   It is unlawful to occupy or permit the occupancy of any structure hereafter created, erected, changed, converted, or wholly or partly altered or enlarged, except for structures other than residences incidental to agricultural operations, until a certificate of occupancy has been issued by the Building Inspector. A temporary certificate of occupancy may be issued for a period not to exceed six months during alterations or partial occupancy of a structure pending its completion, provided, that such temporary certificate of occupancy includes such conditions and safeguards as will protect the health, safety, and welfare of the occupants and the public. When a certificate of occupancy is requested and all landscaping screens or buffers as required by §§ 156.210 through 156.217 have not and cannot be installed due to weather or other conditions, the staff may issue a temporary certificate of occupancy, provided that the party requesting such occupancy shall first submit a detailed landscaping plan. Such landscaping plan shall contain a schedule for the installation of all materials, and the applicant shall certify in writing that such schedule will be followed unless an extension is granted by the staff.
