(A) A Park Board has been created for the town (November 11, 1981). Said Board shall consist of five members who shall not be members of the Town Council at the same time they serve as a Park Board member.
(B) Two members of the Park Board shall serve for a three-year term starting November 1, appointed by the Town Council. Two other Park Board members shall serve for a three-year term staggered from the first three-year term members from November 1 until November 1 of the following year; and one member shall serve for one year from November 1 to November 1 of every year. At the expiration of the term of each Park Board member, the Town Council shall elect a successor member to the Park Board whose term expires.
