§ 91.99 PENALTY.
   (A)   Any person, firm or corporation who violates any provision of this code for which another penalty is not specifically provided shall, upon conviction, be subject to the following:
      (1)   A fine not exceeding $2,500 for the first violation; and
      (2)   A fine not exceeding $7,500 for the second and subsequent violation except for violation of an ordinance regulating traffic and parking.
   (B)   A separate violation shall be deemed committed upon each day during which a violation occurs or continues.
   (C)   (1)   Dog tags shall be $10 each up to two dogs six months or older. An additional fee shall apply if you have three to five dogs at $20 each for tags. If you have more than five dogs, the person shall have a kennel license through the state. If a complaint is filed or a dog is claimed by the owner without a tag, there shall be a $25 fee for each dog up to two for the first complaint and $50 for up to two dogs for each complaint thereafter. If you have three to five dogs without tags, shall be a fee of $60 each for the first complaint and $80 for the second complaint thereafter.
      (2)   In the event a civil action against the owner is commenced and judgment is entered in favor of the town pursuant to § 91.04, the owner shall pay a fine in the following amount:
         (a)   For the first time an animal is impounded: $25;
         (b)   For the second time an animal is impounded: $50; and
         (c)   For the third or subsequent time an animal is impounded: $100.
      (3)   A fee shall be added to any fine imposed for the cost of boarding the animal.
      (4)   Reasonable attorney fees and associated costs.

   (D)   (1)   Any person who violates any provision of this chapter commits a class C ordinance violation and shall be fined not less than $25. Each day that a violation continues shall be deemed a separate violation.

      (2)   For any case that requires litigation or the involvement of an attorney on behalf of the town, a reasonable attorney fee and associated costs shall be assessed against the violator.
   (E)   If a complaint is filed or a dog is claimed by the owner without a tag, a $25 fee for each dog up to two dogs will be imposed for the first complaint and a $50 fee up to two dogs will be imposed for each complaint thereafter. If a person has three to five dogs without having a tag, a $60 fee each will be imposed for the first complaint and $80 fee each for the second complaint thereafter.
