§ 32.04 PLAN COMMISSION.
   (A)   Creation. The Plan Commission is hereby created. There is established an advisory Plan Commission for the town to consist of seven members.

   (B)   Powers and duties. The Plan Commission shall perform all of the duties and responsibilities required of advisory municipal planning commissions by the statutes of the state, as well as those duties and responsibilities assigned to it by written order or ordinance of the Town Council.

   (B)   Naming of streets. The Plan Commission of the town is directed to exercise the authority to name or rename streets within the town.

   (C)   Board members. The Plan Commission will be controlled by a board of seven members.
      (1)   Town Council.
         (a)   Appointment. The Town Council shall appoint three persons who are elected or appointed officials in the town government or employees of the town as members of the Plan Commission.
         (b)   Terms of government members. A government member of the Plan Commission shall serve a term which is coextensive with the member’s term of government office unless the Town Council, at its first regular meeting in any year, appoint another government member as a replacement.

      (2)   President.
         (a)   Appointment. The President of the Town Council shall appoint four citizen members, of whom not more than two may be of the same political party.

         (b)   Terms. Each new appointment of a citizen member shall be for a term of four years that are staggered for consistencies of the Commission. The term of each citizen member of the Plan Commission shall expire on January 1, after serving their four-year appointment or until his or her successor is appointed and qualified.

   (D)   Vacancies. If any vacancy occurs among the citizen members of the Plan Commission, the President of the Town Council shall appoint a member for the unexpired term of the vacating member. The Town Council shall fill any vacancy occurring among government members of the Plan Commission by appointing another governmental member.

   (E)   Residing in town limits. All appointees shall reside in the town limits.
   (F)   Annual meeting. The Planning Commission, in January, shall hold an annual meeting for the purposes of organization. At the annual meeting, the members shall select a President, Vice President and Secretary.
   (G)   Quorum. A quorum consists of a majority of the entire membership.
