(A) For the use of and the service rendered by said waterworks, rates and charges shall be collected for the use of and the service rendered by said water- works from the owners of each and every lot, parcel of real estate, or building that is connected with or uses such works, by or through any part of the water system of the town, or that in any way uses or is served by such works, which rates and charges shall be payable as hereinafter provided and shall be in an amount determinable as follows.
(1) The water rates and charges shall be based on the quantity of water used on or in the property or premises subject to such rates and charges, as the same is measured by the water meter there in use, except as herein otherwise provided.
(2) The water usage on which the amount of said water rates and charges shall be determined and the amount of said water rates and charges shall be as follows.

(B) In the event that the town incurs attorney fees in its efforts to collect delinquent accounts, the reasonable sum of such fees shall be added to the sum of all other fees, delinquent fees, interest, disconnect/reconnect fees, and collected from the entity responsible for the bill.
