No building permit shall be issued until all improvements required by the Cloverdale Subdivision Control Ordinance, and/or by the Plan Commission, for the subdivision, or for an approved section of the subdivision, have been fully completed and accepted by the Town of Cloverdale. This requirement may be waived in part, with respect to the final completion of some public improvements, in situations where the applicant/developer can demonstrate, to the satisfaction of the Administrator, the completion of a particular public improvement prior to the construction of buildings would not create a substantial risk of harm to the public improvement or to other direct interest of the Town of Cloverdale. Request for waivers must be in writing and signed by the Administrator to be effective.
