§ 156.195 TEMPORARY SIGNS.
   The following signs shall be permitted in the town, provided that they first obtain a permit in accordance with § 156.192. Temporary signs shall, in all respects, comply with the applicable regulations contained in this section.
   (A)   Temporary promotional signs. Portable signs, banners, pennants, inflatable signs, streamers, festoon lights or other promotional signs related to a specific promotion of a commercial business, specifically approved by the Zoning Administrator, and then only for the location(s) designated by the Zoning Administrator shall be permitted as follows.
      (1)   Each applicant may be permitted 60 days of temporary signage within one calendar year. A temporary sign permit may be issued for a maximum of 60 days; however, no temporary sign permit shall be issued for less than seven days.
      (2)   Off-premises temporary promotional signage that is not for civic event purposes shall only be allowed at 154 S. Main Street.
   (B)   Grand opening signs. Portable signs, banners, inflatable signs, streamers, festoon lights, or other signs related to the initial grand opening or reopening of a business, specifically approved by the Zoning Administrator, and then only for the location(s) designated by the Zoning Administrator shall be permitted as follows:
      (1)   The grand opening signs shall be permitted for a period not to exceed 30 days; and
      (2)   Only one 30-day period shall be permitted during each calendar year.
   (C)   Civic event signs. In order to control the proliferation of civic event signs and to ensure their greatest visibility within the town, civic event signs shall be restricted to certain designated locations provided that the applicant has first obtained permission to locate the sign on the property and in such a manner as to allow complete vision clearance for passing motorists.
      (1)   Designated locations: the Cloverdale Post Office and 154 S. Main Street (Cloverdale Town Hall).
      (2)   One civic event sign may be permitted at each designated location.
      (3)   All signs shall be good quality and of weatherproof construction with supports suitable to maintain the sign for the permit period.
      (4)   No civic event sign shall exceed a maximum of 32 square feet.
      (5)   In addition to the civic event signs approved by the Zoning Administrator, two floating directional signs shall be allowed for each civic event. The directional signs shall be located on the secondary or local streets closest to the civic event location. The town reserves the right to remove any civic event sign summarily without notice that creates a visual obstruction or impedes the orderly flow to traffic.
      (6)   The town may allow banners or similar signs to be suspended across U.S. 231 provided any necessary permits are first obtained from INDOT.
      (7)   The town may allow banners or other temporary signage to be placed near the entrance of the town park provided the civic event being promoted takes place within park grounds.
   (D)   Application information. In addition to the requirements of § 156.192, applications for temporary promotional sign permits shall include the number, location, size, and other information identifying any proposed signage and conform to the following regulations: no more than two signs may be included within the temporary promotional signage permit; all said signs may not exceed 32 square feet per face and, if illuminated, must be internally illuminated; all said signs shall not exceed ten feet in height if freestanding or remain one foot below the roofline if placed on a principal building; and inflatable devices shall not exceed 20 feet in height and shall be properly secured.
