(A) Special exceptions are those uses that, because of their unique characteristics and potentially adverse impact upon the immediate area, as well as the town as a whole, require a greater degree of scrutiny in a given location.
(B) Therefore, the determination of a special exception as appropriate shall be contingent upon its meeting a set of standards, intended in each case, to weigh the public need and benefit of the use against its impact, giving effect to the measures proposed by the applicant for the amelioration of any adverse impacts through special site planning and development techniques, as well as the provisions of public improvements, sites, rights-of-way, and services.
