7-2-2: RATES AND FEES:
   A.   Schedule: The Board of Trustees shall take necessary steps to establish a rate schedule for sewer service that assures an equitable system of cost recovery. The purpose hereof is that the industrial users shall pay for the costs incurred by the Village in the construction, operation and maintenance of that portion of the wastewater treatment facilities related to industrial wastes.    B.   Basis Of Rates: The following cost recovery system is hereby adopted. The system is based on a basic rate for wastes, which do not exceed the concentration of "normal" domestic sewage (with respect to BOD and SS), plus a surcharge for wastes which exceed the concentration of "normal" sewage: (1976 Code § 6-2-15)
   C.   Cost Recovery System: The cost recovery system shall satisfy the following conditions:
      1.   The apportionment of costs must take into consideration the individual industrial user's contribution as related to the total waste load, taking into account the volume and strength of all discharges.
      2.   The costs to be considered should include:
         a.   Amortization of the applicant's indebtedness for the cost of the treatment facilities (plant and interceptors).
         b.   Operation and maintenance of the treatment facilities.
         c.   Any additional costs which are necessary to assure adequate treatment on a continuous basis.
      3.   Substantial prepayment of the capital investment or other financial commitments will be required from each industry that contributes thirty percent (30%) or more of the total volume or strength of the waste load to be treated by the project. (1976 Code § 6-2-14)
   D.   Formula: The industrial charge will be calculated with the following formula:
   IC = $60 + $403

   (V) a (BOD-200) + b (SS - 5) + c (COD-300)

Where:
IC = Industrial charge, dollars per year.
V = Volume discharged, gallons.
BOD = Five days, 20°C biochemical oxygen demand of a given industrial discharge, mg/l.
SS = Settleable solids of a given industrial waste, mg/l.
COD = Chemical oxygen demand of a given industrial waste, mg/l.
a = 0.4, b = 0.1, c = 0.5.
a = That fraction of the total cost which is attributable to BOD removal.
b = That fraction of the total cost which is attributable to suspended solids removal.
c = That fraction of the total cost which is attributable to chemical oxygen demand removal.

   E.   Additional Payment: The Village will require payment by users covered by this Chapter to make additional payments to cover the added cost of handling and treating the waste not covered by existing taxes or sewer charges under the provisions of subsection 7-1B-6B of this Title.    F.   Disconnection Of Service: In the event any industrial concern governed by this Chapter that is discharging waste into the Village sewer facility shall fail to make all payments within thirty (30) days of the date when written notice that payment is due is mailed, the Village will disconnect the industrial concern and charge a fee of one hundred dollars ($100.00) in addition to all past due payments; the one hundred dollars ($100.00) additional fee shall be for the cost of reconnection.
