The Village Attorney, police officers, Fire Department personnel or any other citizen of the Village, when a nuisance exists as set forth in this Chapter, may maintain a complaint in the name of the Village, perpetually, to enjoin all persons from maintaining or permitting the nuisance and to abate the same. In addition, the Mayor, Trustee or Village employee, upon observing any violation of Section 4-2-5 of this Chapter, may enter upon private property and summarily abate any fire or burning that is in violation of this Chapter.
