12-2-7: FEES:
The following fees are established in connection with the review and approval of a subdivision filing:
   A.   Preliminary Plat Review Fees: Before a preliminary plat may be considered for approval by the commission, the owner shall deposit with the city treasurer a fee of one hundred dollars ($100.00) for the first twenty five (25) lots or less and two dollars ($2.00) per lot thereafter plus an amount equal to all actual costs incurred by the city for legal services, engineering services and services of other persons or entities employed by the city (other than city staff personnel) for, or in any way involved in, the review and inspection of said plat and public utility extensions contemplated thereby, including, but not limited to, streets, sidewalks, water lines, sanitary sewer lines, storm sewer lines, streetlights, electric lines, gas lines, cable television lines, telephone lines, water retention areas and all other improvements intended for public use or benefit to be constructed or caused to be constructed by the owner.
   B.   Installation Of Public Utilities: The owner, as a fee for the installation of public utilities prior to acceptance of the public utilities by the city, shall pay to the city treasurer all actual costs incurred by the city for engineering services and services of other persons or entities employed by the city (other than city staff personnel) for, or in any way involved in, the inspection and testing of the materials, construction and installation of all public utilities, including, but not limited to, streets, sidewalks, water lines, sanitary sewer lines, storm sewer lines, streetlights, electric lines, gas lines, cable television lines, telephone lines, water retention areas and all improvements intended for public use or benefit constructed or caused to be constructed in the subdivision by the owner. After the construction of all public utilities, but prior to acceptance of the same by the city, all actual costs incurred by the city for engineering services and city staff services in the review of the as built construction drawings shall be paid to the city by the owner.
   C.   Final Plat Review Fees: Before a final plat may be considered for approval by the commission or council, the owner shall deposit with the city treasurer a fee of one hundred dollars ($100.00) for the first twenty five (25) lots, or less, and two dollars ($2.00) per lot thereafter plus an amount equal to all actual costs incurred by the city for legal services, engineering services and services of other persons or entities employed by the city (other than city staff personnel) for, or in any way involved in, the review and inspection of said plat and public utility extensions contemplated thereby, including, but not limited to, streets, sidewalks, water lines, sanitary sewer lines, storm sewer lines, streetlights, electric lines, gas lines, cable television lines, telephone lines, water retention areas and all other improvements intended for public use or benefit to be constructed or caused to be constructed by the owner.
   D.   Auditor's Plat Review Fees: Before an auditor's plat may be considered for approval by the commission or council, the owner shall deposit with the city treasurer a fee of one hundred fifty dollars ($150.00) plus an amount equal to all actual costs incurred by the city for legal services, engineering services and services of other persons or entities employed by the city (other than city staff personnel) for, or in any way involved in, the review and inspection of said plat and public utility extensions contemplated thereby, including, but not limited to, streets, sidewalks, water lines, sanitary sewer lines, storm sewer lines, streetlights, electric lines, gas lines, cable television lines, telephone lines, water retention areas and all other improvements intended for public use or benefit to be constructed or caused to be constructed by the owner.
