Whenever the Polk County auditor or Dallas County auditor requests an auditor's plat, all provisions of this code governing subdivisions shall apply to such auditor's plat; provided, however, the commission, subject to the approval of the council, shall have the right to waive any such provisions in this code governing subdivisions applicable thereto if there is on file with the clerk a copy of the request for such plat by the Polk County auditor or the Dallas County auditor and a letter from said auditor stating that the plat as submitted meets the requirements for which he or she has ordered the plat.
