Not more than two (2) building permits shall be issued for each separate tract of land existing as of November 24, 1970, or for any lot which has been created by platting or replatting since such date (except for those lots zoned C-3 or C-4), unless such tract or lot has been platted or replatted in accordance with this title; provided, however, this section does not limit the number of permits that may be issued for accessory buildings or additions to buildings already existing on such tract or lot.
