The provisions of this title shall be interpreted and applied as minimum requirements. Where this title imposes a greater restriction than is imposed or required by other provisions of law or by other rules, regulations, or ordinances, the provisions of this title shall control. For a specific land use, where the requirements of any other city ordinance are more stringent or restrictive than the requirements in this title, nothing in this title shall not be construed to waive compliance with the provisions of such other ordinances.
