5-10-3: NOTIFICATIONS:

When a hazardous condition is created, the responsible person shall notify the department of natural resources and the Clive fire department immediately upon discovery of the condition but in no instance later than thirty (30) minutes after the discovery of the hazardous condition. The fire chief, once notified of the hazardous condition, shall immediately notify the department of natural resources. (2000 Code § 36.03)
