11-12-23: PERMIT REQUIREMENTS; FEES; EXCEPTIONS:
   A.   Permit Required; Payment of Fee: It is unlawful for any person to erect, alter or relocate within the City any sign without first obtaining a permit from the Community Development Department and paying the fee required herein unless provided elsewhere. The Community Development Director may require persons failing to hold such permit to pay double the permit fee. No person shall erect, construct, or maintain any sign upon any property or building without the consent of the owner or person entitled to possession of the property or building. Application for permits shall be made upon forms provided by the Community Development Department.
   B.   Permit Fees: Every applicant before being granted a permit hereunder shall pay to the City a permit fee in an amount determined by resolution of the City Council from time to time.
   C.   Signs Not Needing Permit: The following signs do not require a permit:
      1.   Residential temporary signs.
      2.   Traffic or other Municipal signs, public facility signs, civic or service organizations, legal notices, railroad crossing signs, danger, and such temporary, emergency and nonadvertising signs as may be approved by City Council.
      3.   Non-commercial signs.
      4.   Flag poles and flags.
      5.   Private ground mounted traffic control signs.
      6.   Private building mounted traffic control signs. Such signs shall not shall not exceed two (2) square feet in sign area.
      7.   Window signs.
      8.   Fuel island signs meeting the requirements of section 11-12-13 of this chapter.
      9.   Signs integrated into the structure for Product Display and Vending, as permitted by Section 11-4-9 of this title. The cumulative sign area of all such signs on any property shall not exceed seventy-five (75) square feet, and no individual sign shall exceed ten (10) square feet. (Ord. 1099, 4-8-2021)
