Sidewalks shall be constructed on both sides of all streets being dedicated for public use. Sidewalks shall be a minimum of four feet (4') in width and shall be constructed of Portland cement concrete in accordance with designs and specifications approved by the council and at grades established by the city engineer. The requirement of section 12-5-12 of this chapter, as it relates to the construction of sidewalks, may be waived by the council in its discretion; provided, however, that in no event shall a certificate of occupancy be issued on a lot within a platted area until all sidewalks on such lot that are required by the plat are constructed.
