(a) Essential services are subject to classification by the Director of Planning and Community Development into the following three (3) categories:
(1) Township Focused Essential Services. Shall be essential services which are established to serve areas within the Township and which only serve a minor area outside of the Township consisting of less than 10% of the area served.
(2) Township Wide Essential Services. Shall mean essential services which serve a large area of the Township meaning at least 50% of the geographic area, and which also serve other large areas outside of the Township.
(3) Essential Services. Essential services which are not Township focused or primarily Township or other essential services which may serve none or only small areas of the Township in which otherwise serve areas outside of the Township, consisting of a greater geographic area than that served within the Township.
(b) In assessing the relative need for the essential service in relation to the impact of the essential service, the impact versus need will be weighted more heavily in descending order of paragraphs (1) to (3) listed above.
(1) Minor Essential Services. Minor essential services shall be considered as a structure or structures two (2) feet in height or less with a total area, including any pad, for the parcel upon which situated not exceeding twenty-four (24) square feet. Plans shall be submitted which shall consist of a rendering which may be a photograph, a detail sheet which includes a drawing with dimensions of the structure and a site plan showing the site and location of the improvement perpendicular and with dimensions to at least two (2) preexisting, permanent structures (such as a sidewalk, curb, sign, building, or other placement) in different directions. Documents submitted shall be reviewed and approved by the Planning Director who may refer to other departments for further recommendation. Where reasonably possible, compliance with setbacks and building frontage lines shall occur. Screening where practicable shall occur. Information regarding noise, such as existence of engines or fans shall be furnished. All lighting shall be described. Where noise and lighting likely will impact adjoining properties, screening or location to eliminate such impact shall be provided. Security measures, if any, shall be furnished. Site distance shall be maintained for convergence of driveways, sidewalks, or other paved surfaces to avoid potential collision.
(2) Major Essential Services. Major essential services shall be considered as a structure or structures greater than two (2) feet and six (6) feet in height or less with a total area, including any pad, for the parcel upon which situated not exceeding fifty (50) square feet. Plans shall be submitted which shall consist of a rendering which may be a photograph, a detail sheet which includes a drawing with dimensions of the structure and a site plan showing the site and location of the improvement perpendicular and with dimension to two (2) preexisting, permanent structures (such as a sidewalk, curb, sign, building, or other placement) in different directions. Documents submitted shall be reviewed and approved by the Planning Director, and after review and recommendation, submitted for approval to the Planning Commission. Where reasonably possible, compliance with setbacks and building frontage lines shall occur. Screening shall occur which may include fencing and vegetation. Information regarding noise, such as existence of engines or fans shall be furnished. All lighting shall be described. Where noise and lighting likely will impact adjoining properties, noise abatement and/or location to eliminate such impact shall be provided. Security measures shall be furnished. Site distance shall be maintained for convergence of driveways, sidewalks, or other paved surfaces to avoid potential collision.
(3) Extreme Essential Services. Extreme essential services shall be considered as a structure or structures greater than six (6) feet in height with a total area, including any pad, for the parcel upon which situated exceeding fifty (50) square feet. The site plans shall be submitted by a licensed engineer or architect, drawn to scale with dimensions noted to surrounding property lines and surrounding structures. Applications shall be submitted upon an application form, approved by the Planning Department with all fees paid as prescribed pursuant to the general fee schedule, Section 209.11. Plans shall be submitted which shall consist of a rendering which may be a photograph, a detail sheet which includes a drawing with dimensions of the structure and a site plan drawn to scale showing the site. Documents submitted shall be reviewed and approved by the Planning Director, and after review and recommendation, submitted for approval to the Planning Commission and final approval by the Township Board. Where reasonably possible, compliance with setbacks and building frontage lines shall occur. Screening where practicable shall occur. Information regarding noise, such as existence of engines or fans shall be furnished. All lighting shall be described. Where noise and lighting likely will impact adjoining properties, noise abatement and/or location to eliminate such impact shall be provided. Security measures shall be furnished. Site distance shall be maintained for convergence of driveways, sidewalks, or other paved surfaces to avoid potential collision. General standards for approval of special land use shall be applied and utilized by the Planning Director, Planning Commission and Township Board. Where reasonably practicable, extreme essential services shall be located in areas to minimize the impact upon residentially zoned or occupied areas within three hundred (300) feet or five (5) times the height of the proposed major essential service, whichever is greater.
