1266.06   UTILITIES.
   (a)   Arrangements shall be made for all local distribution lines for telephone or electric services, exclusive of main supply and perimeter feed lines when located on section or quarter-section lines, to be placed entirely underground throughout the manufactured home community area, provided, however, that when a manufactured home community overlaps a section or quarter-section line, main supply and perimeter feed lines located on such section or quarter-section line shall be placed underground. The Township Board may waive or modify this requirement where, in its judgment, circumstances exist which render compliance impractical.
   (b)   Conduits or cables shall be placed within private easements provided to the service companies by the proprietor and/or developer or within public ways. Those telephone and electrical facilities placed in dedicated public ways shall be planned so as not to conflict with other underground utilities. All telephone and electrical facilities shall be constructed in accordance with standards of construction approved by the Michigan Public Service Commission.
   (c)   All manufactured home communities shall be served by an approved municipal water and sewerage system.
   (d)   The plumbing connections to each manufactured home lot shall be constructed so that all lines are protected from freezing, from accidental bumping or from creating any type of nuisance or health hazard.
   (e)   An adequate amount of running water to individual sites shall be piped to and meet the requirements of the County and State Health Departments.
   (f)   Facilities for the storage and disposal of trash and garbage shall be provided in each manufactured home community. All refuse shall be stored in fly-tight, watertight, and rodent-proof containers. These shall be located not more than 150 feet from any manufactured home lot. Refuse collection areas shall be provided for all refuse containers. These areas shall be designed to prevent containers from being tipped, minimize spillage, and container deterioration. Refuse areas shall be screened by a six foot wooden fence with a gate.
