(a) The Superintendent, upon recommendation from the Township Engineer, shall maintain and make available a document captioned “Water Main Standard Notes and Details”. This document, shall contain specifications for acceptable materials, joint types, installation procedures for water mains, fire hydrants, fittings, service pipe and other water main appurtenances. All other installation requirements not addressed in this section are noted in Chapter 1248 “Standards for Engineering Design, for Preparation of Engineering Plans and Specifications, and for Construction of Site Improvements”.
(b) When a development requires public water, and where applicable, the property owner will be required to extend the public water main across the entire frontage of the property and provide a watertight, thrusted stub at the property line to allow for future connection of adjacent properties. The water main shall be located within a public utility easement or public right-of-way.
(c) Generally, materials that are approved for public water main distribution and consumption must be AWWA and NSF/ANSI 61-approved pipe materials, which are as follows:
(1) Ductile Iron piping, cement lined, with a Class 54 designation for diameters between 8 inches to 36 inches.
(2) Polyvinylchloride (PVC) C-900 piping, with an SDR 14 thickness for diameters between 8 inches to 12 inches.
(3) High density polyethylene piping, with an SDR 11 thickness for diameters between 8 inches to 24 inches.
(4) All plastic-derived piping must be installed with tracer wire with an approvable termination/testing box.
(d) All water service pipe on either private or public property shall be laid on a solid bottom not less than five feet below the established grade. Water service pipe shall be at least ten feet horizontally distant from the sewer. In no case shall water service pipe be laid on a fill.
(e) All water service pipe between the main and the meter shall be of the type and material noted below and shall be not less than one inch in diameter:
(1) Type “K” copper or polyethylene flexible pipe CTS (copper tubing sizes) with a minimum pressure rating of 200 psi.
(2) Polyvinyl chloride SDR-9 DR-14, AWWA C-901 for potable water, with copper trace wire or an approved equal by the Water and Sewer Department.
(3) All plastic-derived piping must be installed with tracer wire with an approvable termination/testing box.
(f) All curb stops shall be at least one inch extra heavy, placed seven feet inside the right-of-way line and set on a brick or concrete foundation to prevent settlement. The top of the stop box shall be so placed that it is never below the grade. All curb stops and stop boxes must be placed in a public water main easement or in public right-of-way.
(g) A separate stop and waste cock, or valve and waste, must be placed on the water service pipe just inside the building wall so that the water may be turned off and drained from the pipe in case of accident or in order to make repairs. Such stop shall be equal in quality to the curb stop.
(h) The water service pipe from the main to the curb stop, as well as the stop box, will be provided a place by the Department under a fee for a water permit hereinafter provided. Water service pipe from the main to the curb stop/stop box shall be maintained by the Department, but this clause shall not apply to services installed by the owner of the premises. Stop boxes shall be kept free from dirt, stones, or other substances that will prevent access to the curb stop and, if found in such condition, shall immediately be cleaned out by the user. If, after due notice, the user fails to clean out such stop boxes, the Department will proceed with the work and bill the user for the cost thereof. The cost will be part of the water bill with all remedies for collection as provided by law.
(i) All water service pipe on private property shall be installed under the supervision of the Superintendent. No trench shall be back filled until inspected and approved by the Superintendent. There shall be no joints between the curb stop and the meter unless commercial lengths are not available to allow for this provision (in the event of excessive building setbacks). All joints between the main and the meter shall be flared-type, push-on joints. Welded joints may be used with water department approval. No person shall interfere in any way with water service pipe installed by the Department. No person is permitted to turn water on or off except for the purpose of testing his or her work, in which case the curb stop shall be left in the same condition and position as he or she found it. In the event the curb stop is found in an open position without authorization, a water bill will be issued based on the date of the water tap or the expiration of temporary water service as allowed under Section 1040.13(a). Any plumber violating the provisions of this subsection shall be reported to the State Licensing and Regulation Department.
(j) All old iron and/or lead water service pipe requiring repairs shall be replaced-in adherence with Public Act 399 2018 Lead and Copper Rule requirements. Existing iron and/or lead service pipe extending from the main to the building, when requiring repairs or replacement, shall be replaced only by materials meeting Public Act 399 Lead and Copper Rule requirements. Under no condition shall lead or iron water service pipe be repaired. In accordance with current Lead and Copper Rule standards, the Department will pay for all service line replacement costs from where lead or iron water services are found.
(k) All holes or trenches dug in the public streets or alleys shall be backfilled by thoroughly tamping dry sand in layers not to exceed four inches. All excavating materials shall be entirely removed from the street. Excavated materials that are wet, or otherwise unfit for backfill, shall be entirely removed and the backfilling done with suitable dry sand hauled in for that purpose.
(l) Tunneling under private streets will be prohibited except by written permission of the Superintendent.
(m) Connections under hard-surfaced paving shall be made only by boring or jetting.
(n) The cost of repairing, restoration and maintenance of street and alley surfaces, pavements and sidewalks, where holes or trenches have been dug and/or other disturbances have been caused, shall be paid by the person requiring the connection. All necessary permits from the Macomb County Department of Roads or other applicable authorities shall be obtained prior to this work.
(o) Before an owner, user, or contractor installs a water service pipe from a building to a right-of-way line, he or she shall obtain clearance from the Superintendent as to its location and the location of the designated terminus of the water service pipe at the right-of way line. The terminus of the water service pipe shall be located such that, when the water service pipe is installed from this point to the main in a straight line perpendicular to the main, there is no obstruction such as driveways, manholes, trees, fire hydrants, or any other obstacles.
(p) No water main or water service pipe shall be covered until it is inspected and approved by the Superintendent or other authorized employees of the Water and Sewers Department.
(q) Prior to a final certificate of occupancy, a Michigan licensed engineer or surveyor must certify that all public water mains are installed within a public easement.
