Any sewer connection found to have been made without a sewer tap permit first having been obtained, or any connection or sewer which, upon inspection as required of this subchapter, is found to be in noncompliance with the provisions of this subchapter, shall be deemed an illegal connection and shall be promptly disconnected at the expense of the property owner and shall remain disconnected until compliance with the provisions of this subchapter is demonstrated.
