(A) All real estate owned by the city which the Common Council finds to be no longer required for municipal services shall be sold by public sale.
(B) Such sale of real estate shall be pursuant to notice published in the Daily Clintonian, which notice shall invite sealed bids on such real estate at a time and place as specified in the notice.
(C) All such sales of real estate shall be to the highest bidder.
(D) In the event the Common Council finds it to be in the best interest of the city that any building existing on such real estate be razed after sale, then such condition shall be made a condition of such sale and shall be included in the public notice.
(E) The Common Council may attach such other conditions to the sale as it deems to be in the best interest of the city.
