(A) Commencing July 1, 2005, there shall be created a designated fund, which Fund shall be denoted as the Supplementary Support Fund for the City Police Department, and which shall be identified as Fund # .
(B) This Fund is not intended to replace any of the ordinary and necessary funding of the Police Department which is the responsibility of the city. As such, expenditures from this Fund for the following categories, as the same are designated on the budget forms of the Department of Local Government Finance, (#1) Personal services and (#4) Capital Outlays, shall be excluded.
(C) All fees collected as a result of the enactment of I.C. 33-37-5-26 shall be deposited into Fund # .
(D) Said fees shall be utilized solely for the support and benefit of the full-time officers of the City Police Department, for supplies and law enforcement equipment which would not ordinarily be supplied to the officers through the customary funding process.
(E) As long as voluntary contributions from the County Prosecutor’s office are made to the Fund, then there shall be no disbursements from said Fund without presentation of a claim which bears both the signature of the City Police Chief and a representative of the County Prosecutor’s office. The extent of the contribution from the County Prosecutor’s office shall be a dollar-for-dollar match, with a maximum cap of $10,000 per calendar year.
