No person shall operate, conduct, manage or permit a yard sale or garage sale without first obtaining a permit from the office of the Code Enforcement Officer. Persons shall apply for the permit at least two days before the first day of the sale. No fee shall be required for the permit. Neighborhood sales or non-profit organizations sponsoring sales involving more than one location require only one permit.
