(A) All city parks shall open from 6:00 a.m. until 10:00 p.m.
(B) Any individual in a city park prior to opening or after closing shall be subject to the fines set forth in § 97.99, with the following exceptions:
(1) Individuals attending or participating in events or activities which have been sanctioned by the city;
(2) Individuals who are fishing in the Wabash River with a valid license issued by the State of Indiana; and
(3) Individuals who are using the Wabash River boat ramp to either launch or retrieve a boat.
