All applications for licenses of taxicabs shall be made by the owner and shall be filed with the Clerk-Treasurer. Such applications shall contain the full name and address of the owner, the motor power of the motor vehicle stated in terms of horsepower, the length of time the vehicle has been in use, the number of persons it is capable of carrying, the model number, the serial number, the motor number and the year of such vehicle. All of such applications shall be referred by the Clerk-Treasurer to the Common Council.
