(A) Private citizens not engaged in the business of buying and selling or desiring to sell their personal items, normally considered secondhand, within the boundaries of their private residence (such as yard sales, garage sales, porch sales and the like) are exempt from the fees and permits of this subchapter.
(B) The provisions of this subchapter shall not apply to the sale of newspapers or other unbiased media.
