No person shall be granted a license to engage in the business of junk dealer at any junk yard, if, prior to April 21, 1969, such person had not engaged in such business in the city unless such person files with his or her application a writing in which at least 60% of the persons owning real estate within a radius of 500 feet around the junk yard or around the property desired to be used as a junk yard consents to the granting of a license.
