There shall be a board of library directors for the city as provided by law. The board shall consist of nine (9) directors to be appointed by the mayor and with the advice and consent of the council, and not more than one director shall be a member of the council. Such library directors shall serve three (3) year terms, staggered so that three (3) terms expire each year, as provided by law. (1968 Code, secs. 16-102, 16-103)
