For the purpose of regulating and governing the conditions and maintenance of all property, buildings and structures, that certain code known as the international property maintenance code, 2003 edition, as published by the International Code Council, Inc., as amended by a document entitled city of Clinton, Illinois, additions, deletions and amendments to the international property maintenance code, 2003 edition, both of which have been and now are filed in the office of the city clerk of the city of Clinton, Illinois, and the same are hereby adopted and represented as fully as if set out in length herein, and the provisions thereof shall be controlling within the limits of the city of Clinton, Illinois.
