1-12-3: CHAIN OF COMMAND:
   (A)   The chief of police shall be the head of the police department and his authority shall be subordinate only to the city council and the commissioner of public health and safety.
   (B)   The deputy chief of police shall be the next ranking officer of the department, and shall have the authority to direct and issue orders to all employees of the department holding the rank of captain or any lower rank. The authority of the deputy chief of police shall be subordinate only to the chief of police and all of the chief's superiors. The deputy chief of police will be in charge of the department in the absence of the chief of police.
   (C)   The sergeants shall be the next ranking officers of the department. Their authority shall be subordinate only to the deputy chief of police, the chief of police and all of their superiors. The senior sergeant will be in charge of the department in the absence of the deputy chief of police and the chief of police. In the absence of the senior sergeant, the deputy chief of police and the chief of police, the second sergeant shall be in charge of the department. All disciplinary reports and evaluation reports shall be passed up the chain of command when received by them.
   (D)   The police officer shall be the entry rank for members of the department and the senior police officer will be the shift commander in the absence of any other ranking officer. (Ord. 1267, 5-7-2012)
