10-3-9: SIGNS:
   (A)   Illumination And Projection Of Signs: Signs permitted in residential district shall be nonflashing and nonself- illuminated. No sign shall project beyond the property line into the public way, nor project higher than one story or twenty feet (20') above the curb level, whichever is lower. Business and advertising signs pertaining to districts C-1, C-2, C-3, I-1, and I-2 are permitted subject to the following:
      1.   Illumination of all signs shall be diffused or indirect and shall be arranged so as not to reflect or direct rays of light into adjacent resident districts or into the public way.
      2.   Any sign located in the direct line vision of any traffic control signal shall not have flashing, intermittent, red, green or amber illumination.
      3.   Any sign located in any part of a C-1 and C-2 district and that portion of a C-3 district more than one-half (1/2) mile from U.S. Route 51 bypass, shall not exceed a maximum size of one square foot of sign per one linear foot of property width. Any sign located in that portion of the C-3 district that lies within one-half (1/2) mile of U.S. Route 51 bypass shall not exceed a maximum size of two hundred (200) square feet.
   (B)   Signs Accessory To Parking Areas: Signs accessory to parking areas are subject to the following:
      1.   Signs designating entrances or exits to or from parking areas are limited to one sign for each exit or entrance and a maximum size of three (3) square feet each shall be allowed. One sign per parking area designating the conditions of use or identity of such parking area and limited to a maximum size of eight (8) square feet shall be permitted; provided, that on a corner lot two (2) such signs, one facing each street, shall be permitted.
      2.   No sign shall project higher than eight feet (8') above curb level.
   (C)   Signs Allowed In All Districts: Signs allowed in all districts without a permit:
      1.   Public Signs: Signs of a public, noncommercial nature, including safety signs, danger signs, trespassing signs, traffic signs, signs indicating scenic or historical points of interest, memorial plaques, and the like, and all signs erected by or on order of a public officer in the performance of a public duty.
      2.   Identification Signs: Signs which identify the business, owner, manager, or resident and set forth the address of the premises where the sign is located, and which contain no other material.
      3.   Integral Signs: Names of buildings, dates of construction, commemorative tablets and the like, when carved into stone, concrete, or similar material or made of bronze, aluminum, or other permanent type of construction and made an integral part of the building or structure.
      4.   Institutional Signs: Any sign or bulletin board setting forth or denoting the name of or simple announcement for any public, charitable, educational, or religious institution, when located on the premises of such institution, provided such sign or bulletin board, or both, shall not exceed a total of twenty four (24) square feet in display surface. If building mounted, these signs shall be flat wall signs, and shall not project above the roofline or front facade of the building. If freestanding, the total height shall not exceed six feet (6').
      5.   Private Traffic Direction Signs And Related Signs: Signs directing traffic movement onto a premises or within a premises, when such signs are located on the premises, do not exceed five (5) square feet in area for each sign and, if freestanding, do not exceed eight feet (8') in total height. Directional signs flush with paved areas are exempt from these standards.
      6.   Community Event Signs: Signs advertising a public entertainment or event of public interest and which are unlighted. These signs shall remain in place for no more than twenty one (21) days before and three (3) days after the event for which they were erected.
      7.   Political Campaign Signs: Signs or posters announcing the candidates seeking public political office and/or political issues, and data pertinent thereto, up to an area of ten (10) square feet. These signs shall be confined to private property, and shall be removed within three (3) days after the event for which they were erected.
      8.   Individual Property Sale Or Rental Signs: Any on premises sign announcing the name of the owner, manager, realtor, or other person directly involved in the sale or rental of the property, or announcing the purpose for which it is being offered. Such signs may be freestanding or wall mounted only. Signs may not be illuminated. There shall be not more than one such sign per lot; except, on a corner lot two (2) signs, one facing each street, shall be permitted. No such sign shall exceed ten (10) square feet in area nor be closer than eight feet (8') to another zoning lot.
      9.   Home Occupation Signs: Home occupation signs, either wall mounted or freestanding, shall not exceed one per premises, and not exceed four (4) square feet in area.
      10.   Underground Public Utility Warning Signs: Standard types of warning signs marking the routes of underground public utility pipes, conduits, and cables.
      11.   House Or Building Address: Any sign which sets forth the house or building address.
      12.   Window Signs: Signs which are affixed to windows temporarily identifying a product, and permanently affixed signs with the name, monogram, logo, address and telephone number of the person or firm occupying the premises.
      13.   Subdivision Sign: Any sign announcing the names of architects, engineers, contractors, or other individuals or firms, involved with the subdivision of property (but not including any advertisement of any product) or announcing the character of the subdivision or the purpose for which it is intended. Such signs shall be of a temporary nature and be removed after one year and replaced with a permanent sign if the owner of the subdivision plans to erect such a sign.
      14.   Construction Signs: Any sign announcing the names of architects, engineers, contractors, or other individuals or firms involved with the construction, alteration or repair of a building (but not including any advertisement of any product) or announcing the character of the building enterprise or the purpose for which the building is intended, or to indicate the presence of underground public utility structures to avoid damage to structures by excavation. Such signs shall be confined to the site of the construction, alteration or repair, and shall be removed within thirty (30) days after completion of the work.
Signs which refer to businesses no longer in existence or operation at the location advertised shall be removed within ninety (90) days after the effective date of discontinuance of the business at the location(s) advertised.
Signs which make use of words such as "stop", "look", "danger", or any other words, phrases, symbols or characters, in such a manner as to interfere with, mislead or confuse traffic are strictly prohibited. (Ord. 868, 11-19-2001)
