1-11-8: SUPERINTENDENT OF PUBLIC WORKS:
   (A)   Office Created; Term: There is hereby created the office of superintendent of public works, who shall be appointed by the mayor with the consent of the council. The superintendent of public works shall be an executive officer of the city, and shall perform his duties as hereinafter set out, subject to the supervision of the commissioner having authority over and charge of the departments referred to in this section. All officers and employees assigned to the departments referred to in this section shall perform their duties subject to the supervision of the superintendent of public works.
The superintendent of public works shall hold office for a term of one year or until his successor is appointed and qualified.
   (B)   Duties:
      1.   It shall be the duty of the superintendent of public works to personally inspect, or cause to be inspected, all city connections made to the sewer system and the water supply system of the city; further, he shall supervise all repairs to and maintenance of public improvements and public works. He shall supervise the manner of using the streets, alleys, highways, easements and other places of the city for the erection, construction or installation of utilities as authorized by the council.
      2.   He shall provide supervision for landfill activities and the operation of the city's sewage system and shall supervise coordination of these operations with the environmental protection agency.
      3.   He shall provide supervision of the city's waterworks operation.
      4.   He shall provide supervision for the city's cemetery.
      5.   He shall provide supervision for the city's park system.
      6.   He shall advise the council and city officials on the engineering matters referred to him, and shall perform such duties as are provided by law or ordinance, and in addition thereto, such other duties as from time to time may be imposed upon him by the council. He shall, from time to time as required by the council, make reports regarding public improvements, repair of streets, bridges and sidewalks, or such other work as the council may request, and shall make such suggestions to the city council, regarding the same, as shall in his judgment seem best and proper.
      7.   He shall keep accurate maps, plats and records of all public works, lands or property owned by the city.
      8.   He shall assist the council in preparing specifications and contract documents for the new procurement of capital equipment as required by the city.
      9.   He shall assist the city attorney in the preparation, drafting and drawing of resolutions, ordinances and contracts for all public or special work and in all litigation regarding public improvements or in matters wherein the city may be interested, rendering such assistance as may be required of him by the city attorney.
      10.   He shall make such investigations, inspections, analyses and reports and shall perform such duties as may be required of him by the mayor and council in connection with city transportation, buildings and structures or other administrative functions of the city.
      11.   He shall attend all council meetings, regular and special, unless excused by the mayor. He will also attend committee meetings upon request of the mayor or chairman of the individual committees. He will be given proper notice of all such meetings.
      12.   He shall maintain a current inventory showing all real and personal property, including excess and surplus property, for which the city has ownership. Such records will show storage location, acquisition dates, cost and repair data and such other information as may be appropriate.
   (C)   Supervision Over Employees: The superintendent of public works shall coordinate and supervise officers and employees of the city working in the departments referred to in this section. He shall be responsible for the performance of the duties and actions of the officers and employees during working hours. The superintendent of public works shall have authority to assign city employees to different departments as shall be necessary. The superintendent of public works shall not have the power to appoint or discharge any employee of the city, but may make appropriate reports and recommendations to the city council.
   (D)   Reports: The superintendent of public works shall, when required by the mayor and council, inquire into and report upon any matter pertaining to public works and shall from time to time communicate to the mayor and council any information or suggestions which he may deem important in relation thereto. He shall, when required by the mayor and council, report verbally or in writing to them on all matters under his jurisdiction. (Ord. 228, 1982)
