(A) The owner shall make application to the city clerk for approval and granting of permit. All information, as noted in chapter 2 of this title shall be submitted as follows:
1. Three (3) copies of the detailed building plans and specifications.
2. Eight (8) copies of the site development plans.
3. Three (3) copies of the site development specifications.
4. Building permit fee.
5. Any other data deemed necessary by the city.
(B) The building permit fee shall be that which is noted in section 12-11-7 of this code.
(C) Upon the acceptance of the application by the city clerk, the city clerk shall deposit the filing fee in the general fund.
(D) The city clerk shall retain one copy of the submitted drawings and data, and forward the remaining copies to the city building and public safety officer.
(E) The building and public safety officer shall transmit one copy of the site development plans and specifications to the superintendent of public works for review and recommendations, and one copy of the site development plans to the supervisors of city owned utilities, utility companies, planning commission and others as deemed necessary.
(F) The building and public safety officer may request additional copies of the submitted drawings and data, or additional information deemed necessary.
(G) Following review of the submitted drawings and supporting materials for conformity to these regulations, the zoning administrator shall, in the case of any application involving a structure eight thousand (8,000) cubic feet or more in size, within thirty (30) days, submit his recommendations to the planning commission indicating approval and any conditions for such approval, or disapproval and the reasons therefor. In applications involving structures of under eight thousand (8,000) cubic feet in size, the zoning administrator is authorized to issue a building permit without authorization of the planning commission.
(H) The planning commission shall act on the recommendations of the building and public safety officer at the next regularly scheduled meeting, to approve and authorize issuance of the required permit, or disapproval and reasons therefor.
(I) The building and public safety officer shall notify the owner, in writing, of the action taken by the planning commission, and issue the building permit, if so authorized. (Ord. 868, 11-19-2001)
