9-3-3: IMPROVEMENT PLAN PROCEDURE:
   (A)   After the planning commission approval of the preliminary plan, the subdivider shall cause to be prepared detailed construction plans and specifications for the improvements for that portion or all of the approved preliminary plan which he proposes to record and develop at the time; provided, however, that such portion conforms to all requirements of these regulations.
   (B)   The plans and specifications shall be prepared by a registered Illinois professional engineer and shall bear the seal of said engineer.
   (C)   Improvement plans and specifications shall be submitted in triplicate to the planning commission, and shall include at least the following:
      1.   Detailed drawings of the grading plans, street improvement plans, drainage plans, sanitary sewer plans, and water system improvement plans.
      2.   Plans and profiles shall be drawn at a scale not to exceed one inch equals one hundred feet (1" = 100') horizontally, and one inch equals ten feet (1" = 10') vertically, and shall show horizontal and vertical location of streets, sewers, appurtenances and grade, both existing and proposed.
      3.   Detailed material and construction specifications concerning the work to be performed, including general conditions of the contract acceptable by the city.
   (D)   Upon receipt of these final plans, the planning commission shall refer same to the superintendent of public works for his comments and corrections. The superintendent of public works shall review these plans for compliance with the city requirements, and shall return them, together with his recommendations, to the planning commission. The superintendent of public works may, at his discretion, confer with the engineer for the developer concerning correction to the final plans prior to his final approval. All final plans shall be submitted on twenty four inch by twenty four inch (24" x 24") paper, and shall bear the signature and seal of the Illinois registered professional engineer under whose directions they were prepared.
   (E)   When the improvement plans and specifications are determined to be in compliance with the requirements of this title and to the satisfaction of the superintendent of public works, the said superintendent shall indicate his approval and the date of approval on one set of improvement plans to be retained by the planning commission.
   (F)   The planning commission shall then send written notice to the subdivider and his engineer that the improvement plans have been approved and the final subdivision plat can be submitted for approval. (Ord. 869, 11-5-2001)
