9-2-1: MINOR SUBDIVISION, GENERAL PROCEDURE:
   (A)   The planning commission shall review minor subdivisions as defined in section 9-1-12 of this title, and make recommendation to the city council for final approval or disapproval of the subdivision as a minor subdivision and the conveyance of a parcel or parcels of land in the minor subdivision for transfer without compliance with the requirement of a major subdivision under this title.
   (B)   Any person proposing to create a minor subdivision shall submit the following to the planning commission:
      1.   A legal description of the parcel or parcels sought to be transferred, on a conveyance of said parcel or parcels.
      2.   Two (2) copies of a private survey plat by a registered Illinois land surveyor of the parcel or parcels sought to be transferred. The plat shall include the following:
         (a)   Show entire ownership including boundary dimensions and total acreage.
         (b)   Show streets (include names and right of way widths).
         (c)   Show boundary of part of ownership to be transferred with dimensions, angles or bearings, acreage and monuments established.
         (d)   Description of monuments.
         (e)   North arrow.
         (f)   Names of adjoining owners.
         (g)   Acreages carried to three (3) decimal places.
         (h)   Linear measurements to one one-hundredth of a foot (1/100').
         (i)   Error of closure shall not exceed one five-thousandth (1/5,000).
         (j)   Sheet size of eight and one-half inches by fourteen inches (81/2" x 14") or multiple thereof.
         (k)   Drawing shall be on Mylar or linen.
         (l)   Surveyor's name, registration number and seal.
         (m)   Date, scale and name of owner.
         (n)   A statement by the zoning enforcement officer or his agent, that the parcel or parcels of land created comply with existing city zoning regulations.
         (o)   Recommendation by the city zoning officer for approval of transfer in one of the following forms:
            (1)   Approved for building sites, individual sewage systems have been approved; or
            (2)   Approved for transfer, no building site approval granted.
      3.   Minor subdivision fees are twenty five dollars ($25.00), plus five dollars ($5.00) per lot.
      4.   Within thirty (30) days after submission of a minor subdivision or within a mutually agreed upon extension, the city council shall approve or disapprove the application for transfer without compliance with the requirements of a major subdivision under this title.
      5.   If the city council does not approve the transfer without plat, the applicant shall be notified in writing of the reason for disapproval. If the city council approves the transfer without plat, the conveyance shall be stamped "Approved by City of Clinton, no plat required", and the signature of the mayor affixed with the date of such approval. The approval shall expire within sixty (60) days, unless the conveyances are recorded in the office of the county recorder during such period. (Ord. 869, 11-5-2001)
