7-8-3: WATER RATES:
   (A)   Rates within the City Limits: The following rates and charges for the use and services of the waterworks system of the City to persons residing within the City are hereby established, based on the amount of water received by each premises and calculated on a monthly basis:
 
For the first 100 cubic feet
$20.62
For the next 1,900 cubic feet
$0.0378 per cubic foot or fraction thereof
For all over 2,000 cubic feet
$0.0201 per cubic foot or fraction thereof
 
The City Council reserves the right to make special charges for water service supplied to properties not covered by the above rates or which, in the judgment of the City Council, should be charged special rates. The rates established hereby shall be in effect and shown on the billings dated May 31, 2023, and each month thereafter.
   (B)   Rates Outside City: All patrons and customers of the waterworks system receiving water through meters located outside of the City, or persons residing outside the City limits, shall pay two (2) times the rate inside the City, except and unless said patron or customer shall have used a minimum of one million (1,000,000) cubic feet of water during a twelve (12) month period beginning May 1 and ending April 30, of each year. Said patrons shall be subject to the same rules and regulations herein provided, with reference to said service, unless otherwise expressly provided.
   (C)   Review Of Water Rates: Water rates are levied to recover the operation, maintenance and replacement costs incurred by the City in operating the water system. The adequacy of the water service charge shall be reviewed, not less often than annually, by certified public accountants for the City in their annual audit report. The water service charge shall be revised periodically to reflect a change in local capital costs or operation, maintenance and replacement costs.
The method for computation of rates and service charges shall be made available to any user within seven (7) days of the receipt of a written request for such. Any disagreement over the method used or in the computations thereof shall be remedied by the City Council within thirty (30) days after notification of a formal written appeal outlining the discrepancies.
