6-2-6: LIMITED PARKING DESIGNATED:
   (A)   Two Hour And Four Hour Parking Limits:
      1.   Two Hour Parking Limit: It shall be unlawful for any person to directly or indirectly permit a vehicle owned by him or her to be parked in the same parking space during the limited parking hours of a day after two (2) hours have expired from the time it was initially parked in such parking space, on the following streets:
         (a)   Outer perimeter of downtown square area, except as otherwise designated for fifteen (15) minute parking or handicapped parking.
         (b)   Both sides of Main Street between Monroe and Quincy Streets.
         (c)   Both sides of Center Street between Adams and Washington Streets.
      2.   Four Hour Parking Limit: It shall be unlawful for any person to directly or indirectly permit a vehicle owned by him or her to be parked in the same parking space during the limited parking hours of a day after four (4) hours have expired from the time it was initially parked in such parking space, on the inside perimeter of the downtown square area.
The time limits herein specified shall be in effect between the hours of nine o'clock (9:00) A.M. and six o'clock (6:00) P.M. on any day except Sundays and national holidays.
   (B)   Parking Prohibited During Certain Hours: It shall be unlawful to permit any vehicle to stand or remain parked between the hours of one o'clock (1:00) A.M. and four o'clock (4:00) A.M. on the downtown square area. (Ord. 1276, 8-20-2012)
   (C)   Parking Prohibited At All Times: When signs are erected giving notice thereof, parking is hereby prohibited at all times on both sides of FA Routes 54 and 10 from Alexander Street on the east to the Y intersection of Routes 54 and 10 on the west within the city. (Ord. 98, 8-4-1975)
   (D)   Window Parking Permit; Downtown: The commissioner of public health and safety may authorize to the city clerk the authority to issue a parking permit for the residents, employers and employees of the downtown business district. Said parking permit shall allow the privilege of parking in any nine (9) hour parking meter zone in the city without having to deposit any coins for said meter. The charge for such a permit shall be seventy five dollars ($75.00) for each permit. The parking permit shall be valid from January 1 to December 31 of that year. The city clerk shall maintain all records as to the name, address, phone number, etc., for all parking permits. No person shall transfer to another person any such parking permit. The stickers must be attached and displayed on the driver's side, lower corner of the windshield. If during the term of a parking permit, the owner thereof needs a replacement permit, there will be assessed a five dollar ($5.00) replacement sticker fee. (Ord. 1036, 12-19-2005)
   (E)   Persons With Disability Sign: All signs erected and used to designate the reservation of parking facilities for a person with disabilities shall be established and located as provided in the Illinois vehicle code 1 and the Illinois accessibility code (77 Ill. adm. code part 400).
