It is the policy of the City to prohibit the sale of tobacco, smokeless tobacco and alterative nicotine products to persons under 21 years of age and to prohibit persons under 21 years of age from buying or selling tobacco and alterative nicotine products in any of its forms, to prohibit the selling, giving or furnishing of tobacco and alterative nicotine products in any of its forms to persons under 21 years of age, and providing penalties therefor.
