(A) Running At Large:
1. It shall be unlawful for any owner or keeper to permit any animal to run at large within the City. Any dog or cat found upon any public street, sidewalk, alley, parkway or any unenclosed place shall be deemed running at large, unless such dog or cut is firmly held on a leash or is in an enclosed vehicle.
2. If any dog or cat shall be found upon the private premises of any other person than the owner or keeper of such dog or cat, the dog or cat shall be deemed running at large, unless firmly held on a leash or in an enclosed vehicle.
3. All dogs and cats running at large in the City are hereby declared to be a public nuisance and shall be apprehended and, in the discretion of the DeWitt County animal control warden, impounded and if not redeemed, destroyed.
4. Any person inconvenienced or injured, or who may be in danger of being injured, either in person or property, by reason of the unlawful running at large in the City of any animal contrary to this chapter or any other City ordinance may take and drive such animal to the DeWitt County Pound.
(B) Removal Of Excrement: It shall be outlaw fail for any person owning or having control or custody of any domestic animal to permit the animal to defecate upon any public property of this City or upon the private premises of any person other than the owner or keeper of such animal, unless such person immediately removes the feces and disposes of it properly.
(C) Means of Removal: No owner or keeper of any animal shall appeal with such animal on any sidewalk. street, park or other public area or on any private property neither owned nor occupied by said person without the means of removal of any feces left by the animal. For purposes of this subsection, the term "means of removal" shall mean any manufactured sealable container. Any individual refusing to display such manufactured sealable container when requested to do so by a City official shall be presumed to have violated this subsection.
(D) No person shall keep or maintain more than four adult dogs and/or adult cats on or about his or her place of residence or property. (Ord. 604, 1-3-1995; amd. Ord. 838, 12-4-2000; Ord. 1552, 8-2-2022)
