4-3-3: ABATEMENT:
   (A)   Removal; Notice: It shall be the duty of the health officer to serve or cause to be served a notice upon the owner or occupant of any premises in violation of the provisions of this chapter and to demand the abatement of the nuisance within seven (7) days. The notice may be served by any of the following methods:
      1.   By any method provided by law for service of summons, either within or without this state.
      2.   By postage prepaid mail addressed to the owner or occupant. Service by mail shall be deemed complete four (4) days after mailing.
      3.   Those instances where the location of the owner or occupant is unknown, service may be made by publication in a newspaper located within the municipality.
   (B)   City May Abate: If the person so served does not abate the nuisance within seven (7) days, the Commissioner of Streets and Public Improvements may proceed to abate such nuisance, keeping an account of the expenses of the abatement, and such expenses shall be charged and paid by such owner or occupant.
