4-1-4: NUISANCES; ABATEMENT:
   (A)   Removal; Notice: It shall be the duty of the health officer to serve or cause to be served upon any person creating, maintaining or allowing to exist a nuisance in violation of the provisions of this chapter and to demand the abatement of the nuisance within ten (10) days. The notice may be served by any of the following methods:
      1.   By any method provided by law for service of summons, either within or without this state.
      2.   By postage prepaid mail addressed to the owner or occupant.
      3.   In those instances where the address and location of the owner or occupant is unknown, service may be had by publication in a newspaper located within the municipality.
   (B)   City May Abate: If the person so served does not abate the nuisance within ten (10) days, the commissioner of public health and safety may proceed to abate such nuisance, keeping an account of the expenses of the abatement, and such expense shall be charged and paid by such owner or occupant.
