3-9-5: RAFFLES MANAGER BOND:
All management, operation, and conduct of raffles shall be under the supervision of a single raffles manager designated by the organization. The manager shall give a fidelity bond to cover the estimated aggregate retail value of all prizes/merchandise offered at said raffle. The bond shall be in favor of the organization conditioned upon his honesty and the performance of his duties. Terms of the bond shall provide that notice shall be given in writing to the City of Clinton not less than thirty (30) days prior to its cancellation. The City Council may waive the bond requirement with a waiver provision on the license if a affirmative vote a majority of the members of the licensed organization, or, if the licensed organization does not have members, an affirmative vote of a majority of the members of the governing board of the organization, approves the waiver of the manager's bond.
