The Department shall be headed by a Parks and Recreation Director, appointed by the City Administrator, subject to approval by resolution of the City Council. The Parks and Recreation Department shall be comprised of such employees deemed essential for the efficient operation of the Department, and as approved by resolution of the City Council. The Parks and Recreation Director shall be under the direct supervision of the City Administrator. The salary of the Parks and Recreation Director shall be established by resolution of the City Council.
