§ 155.02 LEGISLATIVE FINDING.
   It is found that there exist and may in the future exist, within the city, certain premises, dwellings, dwelling units, rooming units, or parts thereof, that are marketed for rent, actually leased to tenants or non-owner occupants, or otherwise occupied by a non-owner with the owner’s express or implied consent, and that, by reason of their structure, equipment, sanitation, maintenance, use or occupancy, affect or are likely to affect adversely the public health (including the physical, mental and social well-being of persons and families), safety and general welfare. To correct and prevent the existence of adverse conditions at rental and non-owner-occupied properties, and to achieve and maintain levels of residential environmental quality as will protect and promote public health, safety and general welfare, it is further found that the establishment and enforcement of the city Rental Property Code is required.
