After hearing all testimony concerning the appeal, the Housing Board of Appeals shall have 20 days to issue a decision. The decision shall be in writing and shall contain findings of fact, a determination of the issues presented and the requirements to be complied with. The decision shall be mailed to the person appealing by regular mail. The decision of the Housing Board of Appeals shall be the final decision of the city for purposes of any appeal to the District Court.
