In addition to the powers and duties set out in the Home Rule Charter as set out in this code of ordinances, the powers and duties of the Mayor are as follows.
(A) Chief executive officer. Act as the chief executive officer of the city and presiding officer of the Council and, except for the supervisory duties which have been delegated by law to a City Manager or City Administrator, supervise all city officers and departments.

(B) Proclamation of emergency. Have authority to take command of the police and govern the city by proclamation, upon making a determination that a time of emergency or public danger exists. Within the city limits, the Mayor has all the powers conferred upon the Sheriff to suppress disorders.

(C) Contracts and documents. Whenever authorized by the Council, sign contracts and documents on behalf of the city which are not specifically authorized to be signed by other City officials by resolution of the City Council, including but not limited to contracts and documents falling within the scope of authority given to the City Administrator under the Council's standing purchasing policy.
